County CFO David Boyd Wins Government CFO of the Year Award from Charlotte Business Journal

The Charlotte Business Journal (CBJ) has named Mecklenburg County’s chief financial officer, David Boyd, the 2024 Chief Financial Officer of the Year for a Civic/Government Organization. Boyd was honored at CBJ’s 2024 CFO of the Year Awards ceremony on Thursday, July 18.  

The annual celebration recognizes local professionals with outstanding performance in their roles as corporate financial stewards. As CFO, Boyd oversees the functions of the Mecklenburg County Financial Services Department, including financial reporting, financial planning, investments and banking, debt management, capital planning, procurement, payroll, grant administration and compliance, accounts payable/receivable, and compliance.  

The award is recognition of Boyd’s leadership, expertise and ability to drive positive change.  

“David’s exceptional achievements and unwavering commitment to financial excellence make him a deserving winner of the CFO of the Year Award,” said Michael A. Bryant, deputy County manager for financial services and internal support. “He is an inspiration to many, as well as a mentor, and his knowledge, experience and successes are a testament to his leadership ability in government finance.”

As CFO, Boyd’s many successes with Mecklenburg County include:  

  • Developing a financial model that revolutionized the County’s Capital Improvement Plan (CIP), transitioning it from a five-year planning cycle to a "rolling" plan that assesses project costs and priorities annually.
     
  • Developing the County's $4 billion CIP for Fiscal Years 2024-2028 to meet the capital needs of the County and Charlotte-Mecklenburg Schools (CMS), while minimizing the tax impact on residents. 
     
  • Ensuring fiscal responsibility and the strategic allocation of resources in the County's $2.3 billion annual budget. 
     
  • Developing plans for the 2023 $2.5 billion CMS bond referendum, which resulted in approval of the largest local bond package in North Carolina history.
     
  • Ensuring transparency and accountability in the County’s annual financial statements, and earning unmodified, “clean” opinions by external auditors.
     
  • Optimizing the County's $1.6 billion investment portfolio, balancing liquidity, earnings, and fund safety.

Boyd has served as Mecklenburg County’s CFO since August 2021. He has worked for 26 years in the field, as well as time in the private sector. He is also an active member of several government finance and public accountancy organizations.
