Energy Assistance Still Available: Residents Can Apply for Heating Bill Help until March 31

Mecklenburg County residents have until March 31 to apply for help with their energy bill.
The Low-Income Energy Assistance Program (LIEAP) is one of several Mecklenburg County programs that help households with their immediate energy needs so they do not need to choose between heating their homes and other basic needs.
An applicant does not need to be behind on energy bills to receive a one-time LIEAP payment in the amount of $300, $400 or $500 based on their primary heating source.
Households must meet the following criteria:
- At least one eligible U.S. citizen or legal resident
- Be responsible for the heating cost
- Income at or below 150% (60 years of age or older) or 130% (under 60) of the Federal Poverty Limit
In addition to the application, applicants must provide:
- Identification, such as a driver license, State ID card, or passport
- Utility bill
- Social Security number
- Proof of income
There are several ways to apply:
- Online with North Carolina ePASS
- Mail the completed application to 301 Billingsley Road, Charlotte, NC 28211
- Email the completed application.
- Drop off a completed application or walk-in to apply in person at:

- Valerie C. Woodard Center, Suite 1000, 3205 Freedom Drive, Charlotte NC 28208
- Ella B. Scarborough Center, 430 Stitt Road, Charlotte, NC 28213
- Call 704-336-3000 to complete a telephone application.
If approved, a one-time payment will be made directly to the applicant's utility company. Payments may take four to six weeks to take effect.
Since applications opened on Dec. 1, 2024, more than 5,000 applications have been approved for funding.
“Access to affordable heating is essential for the well-being of individuals and families, especially during the winter months,” said Devon Kilpatrick, energy program manager. “This program provides critical financial support to help households manage heating costs and maintain a safe and comfortable home environment.”
