New Era, New Leadership: Deputy County Managers Appointed for Financial Services, Health and Human Services

County Manager Mike Bryant has appointed new deputy county managers to lead two key service areas of Mecklenburg County government.

Michelle L. Attreed will join Mecklenburg County as deputy county manager for financial services. She joins from Prince William County, Virginia, where she worked for 30 years, most recently serving as acting deputy county executive for government operations, performance, and innovation. She also served as their chief financial officer for 11 years.

Dr. Kimm Campbell will join as deputy county manager for the combined Health and Human Services (HHS) agency. She has more than 30 years of experience in state and local government, as well as nonprofit organizations, most recently serving as the deputy county administrator of Broward County, Florida. Dr. Campbell also served as the assistant county administrator and human services department director for Broward County and previously served with Mecklenburg County as director of the Children’s Mental Health System of Care.

“Ms. Attreed and Dr. Campbell are both known across the country as strong and committed leaders in their respective fields of finance and human services,” said County Manager Mike Bryant. “These additions reflect my commitment to building a strong executive team and aligning the organization to support our vision for Mecklenburg County’s future. These changes are part of a broader effort to advance the mission of the organization, support the Board of County Commissioners’ priorities, and improve the customer service experience for all residents.”

The first day on the job for both Attreed and Campbell will be Aug. 25. Additionally, longtime Deputy County Manager Dr. Leslie Johnson and Deputy County Manager/Chief of Staff Derrick Ramos will remain in their current roles on the executive team. County Manager Bryant has also announced the establishment of a new assistant county manager position dedicated to designing and executing the County’s upward mobility strategy with an emphasis on economic development and workforce development.

Michelle L. Attreed will have oversight of Mecklenburg County’s Finance Department, the Tax Collector’s Office, Information Technology Services, Human Resources, and the Assessor’s Office. Attreed previously worked for Prince William County, Virginia for 30 years, most recently serving as acting deputy county executive for government operations, performance and innovation. She also served more than 11 years as Prince William County’s chief financial officer (CFO), two years as deputy finance director, along with other roles of increasing responsibility after joining the organization in 1993, including serving as acting human resources director.  As CFO, she provided fiscal stewardship and accountability for more than $2 billion in public funds. Her professional experience also includes working with a regional accounting firm as a senior auditor and as a staff accountant with the U.S. Government Accountability Office. Attreed is an active member of the Government Finance Officers Association (GFOA), a nonprofit organization that aims to improve financial management for state and local governments. She is a recipient of a Lifetime Achievement Award from the Virginia Women in Public Finance and recently participated in the Virginia Women’s Municipal Leadership Institute and the National Association of Counties’ (NACo) High Performance Leadership Academy. She has served on the Board for the Virginia Public Building Authority, an appointment made by the Governor, and the Virginia Association of Counties’ (VACo) Finance and Elections Steering Committee. She served as a trustee on three municipal pension plans, one post-employment benefit plan, and a self-insurance group in addition to serving on various steering committees for Prince William County.  

Attreed is a Certified Public Accountant (CPA) and Chartered Global Management Accountant (CGMA) and holds a bachelor’s degree in accounting from Virginia Tech and a Master of Public Administration (MPA) from George Mason University.

About Dr. Kimm Campbell

Dr. Kimm Campbell will have oversight of Mecklenburg County’s combined Health and Human Services (HHS) agency, which includes the departments of Child, Family, and Adult Services (CFAS), Public Health, Community Resources, and Community Support Services (CSS). She will also oversee the new Housing and Community Development Office.

Dr. Campbell most recently served as Broward County, Florida’s deputy county administrator, responsible for the general management of county government operations with an $8 billion budget and more than 7,000 employees in a community of more than two million residents. She previously served as an assistant county administrator, human services department director, and human services deputy department director. In her role as director of Broward County’s human services department, Dr. Campbell provided leadership to more than 650 staff and managed a $165 million annual budget with more than 100 provider contracts across 65 agencies representing service delivery in multiple systems of care.  

Prior to working in Florida, Dr. Campbell served as director of the Children’s Mental Health System of Care for Mecklenburg County. Her primary responsibility was designing, implementing, and evaluating services for children with serious emotional disturbances with complex needs who were multi-system involved. Prior to working for Mecklenburg County, Dr. Campbell served as the assistant director of the Children’s System of Care Branch in the N.C. Department of Health and Human Services.  

Dr. Campbell is a member of the National Association of Counties’ (NACo) Health Policy Committee, National Association of Social Workers, National Forum for Black Public Administrators, and the International City County Managers Association. She is a member of Delta Sigma Theta Sorority, Incorporated. Dr. Campbell has been recognized by Legacy Magazine as one of 25 Most Influential and Prominent Black Women in Business and Industry. She was a recipient of the Urban League Margaret Roach Humanitarian Award, the Broward Community and Family Healthcare Center’s Trailblazer Award, and the Community Based Connections Social Justice & Equity Champion Award. Finally, Dr. Campbell was recognized by the Florida Panthers Professional Hockey Team for Black Excellence.  

Dr. Campbell holds bachelor’s and master’s degrees in social work from New Mexico State University and a doctorate in social work from Barry University.
